Everyone can be a victim and everyone can be a voyeur.
In the United States, it is unconstitutionally immoral to eavesdrop on the privacy of legal citizens.
On a deeper level, the film reveals that in a 'free' society such as the United States, everyone 'enjoys' the freedom to be watched, even by the watchers themselves. Modern technology has made this surveillance pervasive, making people lonely, fearful and suspicious, increasing interpersonal tensions and accelerating the alienation of human nature.
